近年來,人們也經常談論關於中印關係中的美國因素問題。隨著印美關係的升溫,這種議論也更加廣泛和熱烈。印美關係中人們最關注的是印度支持美國的導彈防禦計畫和美印之間的軍事合作。克林頓政府時期,美印關係已經有了重大發展,但雙方尤其是官方,儘量少提或不提“戰略關係”,而到了小布希執政後,建立美印戰略夥伴關係的提法已經司空見慣了。美國官方尤其軍方和媒體並不諱言,美印戰略關係的目的之一是為了遏制中國。在印度,有少數學者、戰略家也主張聯合美國抗衡中國,甚至主張印美結成軍事同盟,構築亞洲版“北約”——但這不代表印度學說的主流。

In recent years, people always talked about the American factor in the Sino-India relation. With the improvement of US-India relation, this topic became heater and more extensive. In the US-India relation, India’s support of U.S. missile defense plans and their military cooperation attracted people’s attention. During the Clinton Administration, the U.S.-India relation developed a lot, but they, especially the officials, seldom mentioned that they were the ‘strategic relationship’. However, it was quite common for describing the U.S.-India relation as ‘strategic partnership’ during the presidency of George W. Bush. U.S. officials, in particular, the military and the media made no bones about it – one of the purpose of the U.S.-India strategic partnership was to contain China. In India, there were a few scholars and strategists advocated to joined hands with U.S against China and even advocated U.S.-India military alliance, to build Asia’s version of ‘NATO’. However, this could not represented the mainstream of the doctrine of India.


筆者認為,印度作為不結盟運動的創始國之一,作為世界上的發展中大國之一,是會珍惜自己的主權和獨立的;是要維護自己的國家利益的。曾在美國戰略與國際問題研究中心做客座研究的印度外交官錢偉倫Venu Rajamony,曾任印駐華使館參贊,2002年3月發表一份研究論文,他的結論是,美印的夥伴關係不會變成任何形式的正式聯盟,這樣的聯盟不符合雙方的利益。另外,印度和美國都與中國有著實際的利益,他們不想破壞它。

As one of the foundation members of the Non-Alignment movement and as one of the developing countries in the world, we believed that India would cherish its sovereignty and independence and it would safeguard its national interests. Venu Rajamony, the former India diplomat and the former counsellor of India in China, published a thesis in March 2002, the conclusion of which was the U.S.-India partnership would not be any form of formal alliances because this kind of alliance was inconsistent with the interests of both parties. In addition, India could both benefit from its relations with China and U.S., it did not want to destroy the relationship with them.
