1991～1992年,哈薩克斯坦為加快經濟發展,吸引外資,先後頒佈了《哈薩克斯坦共和國外國投資法》、《對外經濟活動基本法》、《自由經濟區法》和《外匯調節法》,後經多次修訂和補充,與投資相關的法律法規逐步完善。2003 年1 月,該國頒佈新的《哈薩克斯坦共和國投資法》。新投資法取消了原《哈薩克斯坦共和國外國投資法》和《國家鼓勵直接投資法》對外資規定的特殊優惠待遇,對內外資提供統一的法律框架和優惠措施。總體而言,哈投資法律法規和政策的發展可以劃分為三個階段:從1991年12月宣佈獨立到1993年為起步階段; 1994 ～1999 年進入調整和完善階段; 2000年以來進入相對穩定階段。

In 1991 and 1992,Kazakhstan accelerated economic development ,attracted foreign investment and successively promulgated “Kazakhstan’s foreign investment law, “the basic law of the foreign economic activities “,”the free economic zone law” and “the foreign exchange regulation law “. After several amendments and additions, investment laws and regulations gradually improved. On January, 2003, the country issued a new “Investment law of the Republic of Kazakhstan “and“Direct investment encouragement law”. The new investment law has abolished the original “Foreign investment law of Republic of Kazakhstan “ and “Direct investment encouragement law“ in order to provide special preferential treatment for the external and internal resources unify the legal framework and preferential measures. Overall, Kazakhstan investment laws can be divided into three stages : from December 1991 declaration of independence to 1993 ,the initial stage :from 1994 to 1999 into adjustment and improvement stage ；And since 2000 became a relatively stable stage.
