Ms. Guo graduated from the Southwest Institute of Political Science and Law (now Southwest University of Political Science and Law) in 1966, and engaged in legal practice and teaching for many years. She obtained the qualification of lawyer in 1985, being the first class lawyer. She used to be the director of Shenzhen Special Economic Zone Economic and Trade Law Firm, deputy director, assistant director of the Bureau of Justice of Shenzhen Municipality, and the member of the Party Leadership Group. She founded the firm’s headquarter office SINCERE PARTERS & ATTORNEYS in 1993. In 2013, she founded Shenzhen Qianhai Law Research Institute and served as its director. She was the member of Securities Regulatory Commission of Shenzhen Municipal People’s Government, the first legal adviser of Shenzhen Municipal People’s Government, the first legal adviser of Shenzhen Huawei Company, the arbitrator of Shenzhen Arbitration Commission, the director of China Society of Private International Law, and a part-time professor of Southwest University of Political Science and Law. In 2013, Shenzhen Lawyers Association awarded Guo Xingya the “Lifetime Achievement Award”. In 2016, she was selected as one of the “Top 10 Most Beautiful Lawyers in the world — the advocator and pioneer of the reform of China’s lawyer system” by Xuefa.com. She was also awarded the “Major And Outstanding Contribution Award” by all China Lawyers Association, Guangdong Lawyers Association and Shenzhen Lawyers Association. In 2020, she was given the title of the “One Hundred Reform Pioneers in the 40th Anniversary of Reform and Opening up in Shenzhen Special Zone”.

Mr. Chen owns doctoral degree of laws, and he is the Leading Talent of Foreign-related Lawyers of the Ministry of Justice, and head of Guangdong foreign-related economic and trade enterprises legal service lawyers team. He is currently the vice president of Guangdong Lawyers Association, vice president of Guangdong Province Lawyers College, and a member of the Party Committee of Shenzhen Lawyers Profession. He was the founding partner of the firm’s headquarter office SINCERE PARTERS & ATTORNEYS, and is now the head of Guangdong Sincere (Qianhai) Law Firm and Guangdong Sincere (Hong Kong) Law Firm. In 2018, he was awarded the “Top Ten Professional Excellent Lawyers” in Shenzhen on the 30th anniversary of the establishment of Shenzhen Lawyers Association. Mr. Chen is an expert in foreign-related legal services, financial services, corporate compliance, government compliance, party building and compliance, civil and commercial dispute and criminal defense, and the whole-process legal services for construction and real estate development. He also practices in diversified dispute resolution areas with abundant practice experience, and was the handler of many classic cases in the Supreme People’s Court and High People’s Court of Guangdong Province.

Mr. Chan is a permanent resident of the Hong Kong Special Administrative Region of the People’s Republic of China. He graduated from the University of South Australia with a postgraduate degree. Currently, he acts as the director and supervisor of Operation Center of the firm. He has been engaged in management for 20 years in Hong Kong listed state-owned group companies and star hotels in China, Hong Kong and Macao.

Being a postgraduate of China University of Political Science and Law, patent agent, arbitrator of Shenzhen International Court of Arbitration, Mr. Wu is now a partner of the firm. His practice areas include litigation and arbitration, capital market, financial compliance, private equity, corporate bankruptcy and restructuring, equity share planning, legal counsel for quasi-financial institutions and corporate legal counsel, etc.

Mr. Wu received his bachelor’s degree from China University of Political Science and Law, master degree of Law from UC Berkeley, and Juris Doctor from The Chinese University of Hong Kong. He now serves as the director of the firm. Mr. Wu’s practice areas focus on civil and commercial dispute resolution, corporate compliance, charitable trust law, capital market and investment and financing, etc. He represented the Chinachem Charitable Foundation of Hong Kong in discussing with the Department of Justice and the Secretary for Justice of the HKSAR Government regarding the property regulatory framework scheme HCAP8 in accordance with the decision of the Court of Final Appeal of Hong Kong, and represented the Chinachem Charitable Foundation in resolving disputes with the Department of Justice in the High Court on the regulatory framework.

1996年执业至今，北京大学法律硕士，伦敦大学全额奖学金访问学者（中国青年律师赴英培训项目Lord Chancellor’s Training Scheme“LCTS”)。现为广东星辰（前海）律师事务所合伙人律师。执业领域为涉外知识产权、国际贸易与投融资、企业法律顾问、企业合规、民商事争议解决、诉讼与仲裁。担任广州仲裁委、海南国际仲裁院仲裁员、中国（深圳）知识产权保护中心海外知识产权维权专家、司法部涉外律师领军人才、广东省首批涉外律师领军人才。
